Regular monitoring and evaluation is a critical component of the Social Advocates program, in particular to help structure future training activities. Many of the participants have expressed a desire to attend additional courses, to learn more about topics not covered or to have further skill-building sessions. The Gender Justice Program attempts to improve the Social Advocates training each time it is given, based on suggestions from the participants and trainers.

V. How to Use this Manual
This manual is intended as a guide to those who wish to learn more about CEELI’s Social Advocates program and to adapt the program to their own needs. The information contained in this manual is a description of how the program was developed and implemented in Russia. The advice, likewise, is based upon the experiences of the organizers and trainers of the program.
This manual is not intended to be used in place of a Training for Trainers, and therefore does not include information about conducing a needs assessment, preparing the content of a training program, the logistics of organizing a training, training methods or methods of evaluation. Each of these topics, however, is vital to a successful training program and should be addressed. It is, therefore, suggested that users of this manual who are unfamiliar with the process of training first consult guides or other references on how to develop training programs.3
It is recommended that anyone wishing to conduct similar Social Advocates trainings first identify the specific areas of concern in their region or country. It is of primary importance to analyze the concrete obstacles women face in addressing the legal system, both in the law enforcement structure and in the law itself.4 Social Advocates should be trained in the local and national laws appropriate to the region as well as in specific situations they may encounter when working with victims of violence.
The Social Advocates program can be adopted by NGOs or by other social service providers. When carried out by NGOs, however, it is advisable to involve the
